CITIZEN AUDIENCE

Citizen hearings at the General Inspectorate for Emergency Situations of the Ministry of Internal Affairs (hereinafter – the Inspectorate) are conducted in accordance with the provisions of Government Decision No. 250/2024 approving the Regulation on the organization of citizen hearings, as well as the order of the Head of the Inspectorate on the organization of its activities, in respect of matters falling within the areas of activity and competence of the Inspectorate.

To request a hearing, the interested person shall submit a reasoned application, prepared in accordance with the provisions of the Administrative Code, clearly indicating the issue and the reasons for requesting the hearing. The subject matter of the request must fall within the competence of the Inspectorate.

If the application does not meet the requirements provided for by the Administrative Code, the applicant shall be granted a reasonable period of time to remedy the deficiencies. Once the deficiencies have been remedied, the application shall be examined in accordance with the legislation in force.

If the issue raised falls within the competence of the Inspectorate, the applicant shall be informed of the date and time scheduled for the hearing.

If the issue presented in the application does not fall within the competence of the Inspectorate, the petition shall be forwarded to the competent public authority, in accordance with Article 74 of the Administrative Code. According to the aforementioned provisions, if the petition falls within the competence of another public authority, the original petition shall be forwarded to the competent authority within 5 working days from the date of registration, and the petitioner shall be informed accordingly.

If the identified deficiencies are not remedied within the granted period, the hearing application shall be left unexamined, in accordance with the legislation.

Furthermore, pursuant to point 23 of the Regulation on the organization of citizen hearings, approved by Government Decision No. 250/2024, the hearing application shall be rejected, with the applicant being informed in writing, in the cases provided for by the Regulation, including when the person raises the same issue that was the subject matter and grounds of previous hearings, when the subject matter of the request falls outside the competence of the public authority or public institution addressed, as well as when the issue raised is the subject matter of a case pending before a court or when there is a final and irrevocable court judgment on the matter.

Submission of the Hearing Application:

Applications for hearings submitted by citizens and employees may be filed at the headquarters of the General Inspectorate for Emergency Situations of the Ministry of Internal Affairs (Chisinau municipality, 69 Gheorghe Asachi Street) or sent by email to the official address designated for receiving petitions: petitie@igsu.gov.md.

The hearing application must be signed by the applicant, either by hand or by means of an electronic signature when submitted electronically.

Citizen and employee hearings are conducted in accordance with Government Decision No. 250/2024 approving the Regulation on the organization of citizen hearings.

Head of the Inspectorate: every Tuesday and Thursday, from 14:00 to 17:00;
Deputy Heads: every Wednesday, from 14:00 to 17:00.

Citizen hearings are conducted based on the applicants' prior registration, following the submission of a hearing application, which may be filed at the headquarters, sent by post, by email to petitie@igsu.gov.md, or submitted online through the website (www.igsu.gov.md).
