The Memorandum of Understanding between IGSU and the German International Cooperation Agency – an important step for strengthening cross-border cooperation and strengthening resilience in the Dniester river basin area
Today, December 2, 2025, the leadership of the General Inspectorate for Emergency Situations and the German International Cooperation Agency (GIZ) signed the Memorandum of Understanding that strengthens the bilateral partnership in the field of civil protection.
The document opens up new opportunities for modernizing the national emergency management system and aligning it with European prevention and response standards, as well as promoting the exchange of experience and cross-border cooperation, through institutional partnerships
The leadership of the IGSU of the MAI expressed its gratitude to the German partners for their support, emphasizing that the signing of the Memorandum is a confirmation of solid bilateral relations and represents an important step in modernizing the institution's response capabilities.
"The signing of this Memorandum is, without a doubt, a concrete step in strengthening the resilience of vulnerable communities in the Dniester River basin. In the context of the increased risks to the water infrastructure, determined by the regional situation, this agreement provides us with the necessary tools to strengthen the IGSU's response capabilities to emergency situations that affect the operation of the water and sewage infrastructure. It is a joint commitment for the safety of people and the protection of the country's essential resources." — said the head of the IGSU.
The Memorandum of Understanding will facilitate the effective and targeted implementation of some measures aimed at the IGSU of the MAI within the project "WASSER - Support in mitigating the impact of the war for water supply and sanitation in the border region of Moldova with Ukraine", dedicated to the prevention and strengthening of response capacities in emergency situations, as well as the institutional strengthening of selected LPAs and operators in the field of water supply and sanitation in the northern area of the Republic of Moldova, on both banks of the river Dniester
The project is financed by the German Federal Ministry of Foreign Affairs and implemented by the German International Cooperation Agency (GIZ), in partnership with the State Chancellery of the Republic of Moldova.
The program represents an essential step in strengthening cross-border cooperation between the Republic of Moldova and Ukraine in the area of the Dniester basin, through the development of joint mechanisms for preparation, intervention and coordination in risk situations. The project aims to increase resilience in Ocnita, Dondușeni and Soroca districts, as well as Mohyliv-Podilskyi, Yampil and Sokireany in Ukraine, regions at risk of flooding.
Implemented over 3 years, the project will contribute to the protection of the population through the exchange of experience, specialized training and the alignment of the operational procedures of the responsible institutions with European standards.
as part of the project, in addition to the technical and institutional support to be granted to IGSU in the next 2 years, the Inspectorate has already benefited from the procurement of modern equipment, including a UTV unit and two motor pumps for the evacuation of dirty water, which will improve the capacity to intervene in the event of floods.
The signed memorandum will strengthen cross-border cooperation in the Dniester basin, will facilitate the development of common operational procedures between the Republic of Moldova and Ukraine and will contribute to increasing the level of preparation, safety and efficiency in interventions intended to protect the population.
