Launch of the project "Disaster risk prevention and resilience strategies for metropolitan areas in the cross-border area"
The launch conference of the project "Strategies for the prevention of disaster risks and resilience for metropolitan areas in the cross-border area" was recently held, which is to be implemented between 19.07.2025 and 18.07.2027.
The project is to be implemented by the authorities of Miroslava Commune, Iași County, in partnership with the Directorate of Exceptional Situations of Balti Municipality.
The general objective of the project is to increase the level of safety, resilience and adaptive capacity of the communities of Miroslava (Romania) and Bălți (Republic of Moldova), through the development of a modern intervention infrastructure and common emergency management mechanisms, in the context of climate change.
The implemented program will promote climate change adaptation and disaster risk prevention mechanisms, as well as strengthening resilience through ecosystem-based approaches.
The project has a total eligible value of 1,702,570.17 euros, of which 1,499,932.9 euros represents non-reimbursable financing, granted through the Interreg NEXT Romania–Republic of Moldova Program.
The Interreg VI-A NEXT Romania–Republic of Moldova 2021–2027 program is financed by the European Union and co-financed by the states participating in the program.
Project activities include:
• Development of cross-border mechanisms for institutional support in the emergency response process.
• Strengthening the capacity to prevent natural and anthropogenic disasters through integrated measures managed by local authorities.
• Developing the skills of volunteers to improve emergency management procedures.
• Expanding and equipping the Voluntary Service for Emergency Situations of Miroslava Municipality.
• Equipping the Emergency Situations Directorate of the Municipality of Balti with equipment necessary for the training of volunteers and specialists.
• Digital information campaign for populations in areas prone to disasters.
• Communication and information activities regarding project opportunities.

Expected main results
The implementation of the project will contribute to the expansion and equipping of the Emergency Situations Service in Miroslava and the Emergency Situations Directorate in Balti, including: the construction of a fire station, the purchase of special vehicles, drones, multifunctional devices, resuscitation mannequins and protective equipment.
Also, the Common Strategy on the evolution of risks associated with climate change for the metropolitan areas of Iasi and Balti, with a 20-year horizon, will be developed and implemented.
An important aspect that will be developed in the project implementation process is the training of 270 potential volunteers (135 from Romania and 135 from the Republic of Moldova) and the training of 70 active volunteers/professionals (20 from Miroslava and 50 from the Balti region).
Moreover, among the planned activities, networking sessions and exchange of experience will be organized for 30 specialists from the public administration and the field of emergency interventions, study visits and exchange of best practices, with the involvement of about 370 people in training activities, contributing to increasing the response capacity and reducing intervention times for an estimated population of approximately 348,500 people.
