Civil protection applications in the Ungheni district
On September 12, 2025, large tactical applications in the field of civil protection were held in the district of Ungheni, based on a realistic scenario that involved the production of a major earthquake on the territory of the Republic of Moldova.
According to the scenario, an earthquake with an 8 -degree magnitude on the 12 scale, with the epicenter in the Vrancea area, generated significant damage in the Ungheni district. Following the earthquake, the Commission for exceptional district situations was summoned. The formations of civil protection, IGSU teams and the other emergency services have been lifted on the alert to manage the situations created.
One of the locations was the Agro-industrial College in the municipality of Ungheni, where collapses of the buildings were reported and the outbreak of a fire on the roof of the fireplace. The formations of civil protection and IGSU teams intervened to save the people blocked under the rubble and from the upper floors, the extinguishing of the fire, the evacuation of the victims and the provision of the first medical aid.
Also, in the applications, a road-ferroviar accident was simulated in the area of the Calea Calea Zagarancea line, resulting in the drain of a dangerous chemical-chlorine. The IGSU teams were involved in the discharge of persons blocked in vehicles, liquidation of the outstanding fire and neutralization of the dangerous substance. The formations of civil protection evacuated the people from the contaminated perimeter and informed the population on the risks of intoxication.
The scenario included the deterioration of the dam and pond dam in the village of Pelivan, Mănoilești commune, with major flood risk. The civil protection formations built a provisional dam of sandbags, and the authorities intervened with heavy technique to strengthen the damaged dams.
Another intervention took place in the municipality of Ungheni, where, following the earthquake, a landslide was simulated. The rescue teams carried out search and rescue works in the water, and the specialized teams evacuated the people and goods from the affected households and secured the area to prevent new collapses.
Another tactical situation was simulated in a household, where an avian influenza outbreak was identified. The authorized services have taken quarantine measures, disinfecting and limiting the spread of the virus.
following the registration of a large sinister flow in the affected area, rapid transport activities of victims and medical triage were carried out within the district hospital, as well as the installation of the camp for the shelter of people and the insurance with water, foods and products of strict necessity.
The General Inspectorate for Emergency Situations of the MAI provided the methodological assistance, general coordination and permanent monitoring of the actions carried out in the territory.
The purpose of the exercise is to train the local authorities and to practice the intervention procedures between the territorial and the central structures, responsible for the management and the response in exceptional situations. These applications contribute to the strengthening of institutional cooperation, contributing to strengthening the resilience of local communities in front of natural and technological disorders and risks.
By organizing these applications, the authorities tested the reaction capacity of emergency structures, perfected interinstitutional cooperation and improved the intervention procedures, contributing to strengthening the resilience of the local communities in the face of technological disorders and risks.
The civil protection applications are organized in each district in accordance with the Government Decision no. 850/2024 and are part of the calendar plan on the preparation in the field of civil protection of the Republic of Moldova for 2025.
