The launch conference of the MD – ALERT – STUDY Feasibility Project (IGSU PHOTO)
Today, 28 February 2024, the General Inspectorate for Emergency Situations held the Launch Conference of the Feasibility Project MD – ALERT – STUDY „Feasibility study and specific documentation for the implementation of the National Early Warning System", funded by the European Union under the Technical Assistance for Disaster Risk Management Programme (UCP-2023-TRACK1-IBA). The project's main objective is to obtain the feasibility study and related documentation that will serve as the foundation for the successful implementation of the National Public Warning System in case of emergency and exceptional situations in the Republic of Moldova.
The event was attended by the Deputy Secretary General of the Ministry of Internal Affairs, Mr. Vladislav Cojuhari, the leadership of the IGSU represented by the Head of the Inspectorate, Colonel Alexandru Oprea, as well as representatives of the Delegation of the European Union to the Republic of Moldova.
In his speech, the Head of the Inspectorate, Alexandru Oprea, thanked the partners for their support and involvement in the implementation of the project.
The Deputy Secretary General of the Ministry of Internal Affairs, Mr. Vladislav Cojuhari, mentioned that the launch of the project to implement the early warning system for the population represents an important step in ensuring the protection and security of our citizens when they are in danger. At the same time, the official emphasized that, thanks to the consistency of the IGSU and the permanent contribution of the EU, we are taking the first step towards the implementation of the public warning system.
The conference took place at the Răzeni branch of the Republican Training Centre of the IGSU, Ialoveni district.
During the Conference, opportunities, benefits, rational investments, as well as the necessary costs for the implementation of the feasibility study in the field of early warning for the Republic of Moldova were presented. Also, examples of EU good practices were analyzed for the operation of a modern and efficient warning system based on mobile electronic communications, and the planned activities for the timely conduct of the study were presented. The main objective of the study is to determine the opportunities, risks, the level of technological development of our country, and to identify electronic communications providers, which will subsequently serve as fundamental pillars in the implementation of the national early warning system.
The MD – ALERT system will allow the dissemination of messages for warning and alerting the population in case of extreme weather phenomena, floods, as well as other situations that seriously threaten the life and health of citizens, through the infrastructure of mobile communications operators' networks, as well as other means capable of broadcasting warning messages.
The MD – ALERT – STUDY feasibility project, worth €442,523.11, will be financed 92% by the European Union and 8% by the Republic of Moldova and is to be implemented over a period of 12 months.
