Complex Civil Protection Drills in Hîncești District

On 28 March 2025, complex civil protection drills were conducted in Hîncești District under the title “Actions of the Management Bodies and Civil Protection Forces in Organizing the Elimination of Emergency Consequences”.
The main objective was to prepare and support civil protection units in organizing and carrying out planned actions for managing and eliminating the consequences of emergencies.
According to the scenario, an earthquake struck the territory of the Republic of Moldova that morning, with its epicentre in the Carpathian Mountains, Vrancea area (Romania), 220 km from Hîncești District.
The earthquake caused fires, massive destruction of residential blocks and public buildings, numerous road accidents due to damaged roads and bridges, disruption of communication lines, electricity and gas networks, and increased flood risk due to damaged dams and protective dykes.
To manage the crisis, the Emergency Situations Commission was convened, civil protection forces and emergency services were placed on high alert, and a command post was established.
IGSU rescuers, together with civil protection forces, carried out rescue and extrication operations following the collapse of a temporary placement centre for persons with disabilities in Hîncești municipality, simulating evacuation, first aid, medical triage and transportation to the district hospital.
Firefighters and civil protection forces reinforced the protective dyke on the bank of the pond in Cărpineanca village, Sărata Galbenă commune to prevent flooding in affected areas.
The scenario included an outbreak of avian influenza at Avicola Stegărescu enterprise in Hîncești municipality, with simulated epidemiological investigation and establishment of a sanitary checkpoint.
Medical teams, police and IGSU personnel responded to a serious road accident involving a vehicle transporting chlorine cylinders, conducting extrication, area decontamination and pre-hospital medical triage.
The drills were organized in accordance with the calendar plan of Government Decision No. 850/2024 on civil protection preparedness measures in the Republic of Moldova for 2025.
The exercises contributed to strengthening response and coordination capacities in emergency situations.
