Complex Civil Protection Drills in Dubăsari District

On 21 March 2025, complex civil protection drills were conducted in Dubăsari District under the title “Actions of the Management Bodies and Civil Protection Forces in Organizing the Elimination of Emergency Consequences”.
According to the scenario, at 06:57 that morning, an earthquake struck the territory of the Republic of Moldova with its epicentre in the Carpathian Mountains, Vrancea area (Romania), 250 km from Dubăsari District.
The earthquake caused fires, damage to residential buildings and apartment blocks, road destruction, road accidents with multiple casualties, disruption of communication lines, electricity and gas networks, as well as landslides in certain areas.
During the real-time simulation, the Emergency Situations Commission was convened and a command post was established. All emergency services were placed on high alert.
IGSU rescue teams, together with civil protection forces, practised the following scenarios:
- Evacuation of pupils and teaching staff from a damaged high school
- Firefighting inside the building and rescue of trapped persons from upper floors
- Extraction of victims from under rubble
- Provision of first aid and psychological support to victims
Throughout the day, civil protection units, IGSU personnel, medics and police practised response to a major road accident on the Coșnița–Doroțcaia route, carrying out extrication operations and pre-hospital triage.
Civil protection forces and local authorities reinforced a damaged protective dam, notified and evacuated residents from flood-risk areas, pumped water from basements and wells, while police and carabinieri maintained public order.
The scenario also included the elimination of a rabies outbreak in Doroțcaia village, with the establishment of a sanitary checkpoint and epidemiological investigation.
The drills aimed to enhance and consolidate the leadership and management capacities of local public authorities and emergency management structures, improving planning and execution of realistic response actions.
The drills were organized in accordance with Government Decision No. 850 of 2024 on civil protection preparedness measures for 2025.
