IGSU launched the population awareness campaign "Knowledge of risks - the first step towards safety"
On February 26, 2026, the General Inspectorate for Emergency Situations launched the public awareness campaign "Knowledge of risks - the first step towards safety", dedicated to informing citizens about the importance of keeping access roads free for emergency vehicles in the housing sector.
The campaign will take place between February 26 and March 17, 2026, in collaboration with the National Inspectorate for Technical Supervision, the National Public Security Inspectorate and the Regional Development Agency of Chisinau.
The aim of the campaign is to increase the level of awareness regarding the risks associated with blocking the access roads for emergency vehicles and water supply sources, as well as promoting compliance with fire safety regulations.
The official launch of the campaign took place during a press briefing, organized in the premises of the IGSU headquarters in the capital. The head of the Inspectorate, colonel Aurel Baciu, the head of the National Inspectorate for Technical Supervision, Mr. Sergiu Chircu, the National Public Security Inspectorate, the deputy head, chief commissioner Grigorie Guzun and the head of the Chisinau Regional Development Agency, Mr. Sergiu Brânza, participated in the event. The officials appealed to the citizens to keep the access ways to the multi-storey apartment blocks clear, for the safety of the people in case of emergency situations.
After the completion of the briefing, IGSU officials and specialists participated in a practical activity to verify the access of emergency vehicles in the courtyards of residential blocks located on Tudor Strișcă street 8/1–8/7 in the municipality of Chisinau.
The IGSU specialists talked with the tenants about the major risks generated by the blocking of access roads for emergency vehicles, as well as about compliance with fire protection rules. Rescuers drew people's attention to the danger of parking cars in prohibited places, situations that can endanger the intervention of emergency crews and endanger the lives and property of citizens.
According to the IGSU report, the access of emergency vehicles is blocked or limited to approximately 40% of high-rise buildings and 39% of buildings with attics, a fact that significantly complicates the intervention of firefighters in case of fire or other emergency situations. In the period 2023–2025, 1696 fires were recorded in the urban environment, of which 258 were in multi-storey buildings, and the material damage in 2025 exceeded 14 million lei.
According to IGSU, the data presented confirm the need for urgent measures to inform and sensitize the population, as free access for emergency vehicles can save lives.
During the campaign, 36 courtyards of residential blocks in the municipality of Chisinau will be checked, and information activities will be organized for tenants and block administrators.
The General Inspectorate for Emergency Situations urges citizens to show responsibility and not to park cars on the access roads intended for emergency vehicles.
Access routes must be kept clear at all times because every minute counts when rescuers intervene to protect people's lives.
